Born on
12th April,1944.Graduated from Punjab University, Chandigarh. Enrolled as
an Advocate with Bar Council of Punjab, after obtaining Bachelor's Degree
in Law, in the year 1968.Practised Law fro two years in the Delhi High
Court (Himachal Bench). Was selected in the Himachal Pradesh Judicial
Service in December, 1970.Served in various capacities including
Subordinate Judge, Senior Subordinate Judge, Chief Judicial Magistrate,
Judge small causes Court, and Rent Controller. Was selected as the
Presiding Officer of the Labour Court in Delhi in the year 1979/80.
However did not join. Promoted to the Himachal Pradesh Higher Judicial
Service in June, 1982.Joined as Joint Secretary Law in the Department of
Law, Government of Himachal Pradesh in June, 1984

| Was
appointed in December, 1984 as Legal Rememberancer-cum-Secretary(Law) to the
Government of Himachal Pradesh and worked as such till August, 1987. Served as
District Judge, Sessions Judge, Appellate Authority under the Rent Control
Act, Designated Courts under the Terrorist Affected Disruptive Activities Act,
Special Judge under the Prevention of Corruption Act, Special Judge under the
Narcotics Drugs and Psychotropic Substances Act, Motor Accident Claims
Tribunal and Judge Industrial Tribunal of Himachal Pradesh.Was posted as the
Registrar of the High Court of Himachal Pradesh in January, 1991.Was again
posted as Secretary (Law)-cum-Legal Rememberancer and Director of Prosecution
to the Government of Himachal Pradesh in August,1993.Was on the selection
panel of the Union Public service Commission for Class-I posts in the Ministry
of Law and Justice. Was appointed as Examiner for L.L.M. Examination by the
Kurukshetra University. Did an advance course in Criminology in 1978 for one
month sponsored by Indian Institute of Criminology. Did Master's Degree in
Legislative Drafting in 1985 at Harare in Zimbabwe. The Master's Course was
sponsored by the Common Wealth Secretariat under Common Wealth Fund for
technical education. Organized in-service Training Programmes and Workshops
for the Judicial Officer's in Himachal Pradesh Institute of Public
Administration. Elevated to the Bench of Himachal Pradesh High Court on 8th
February, 2000.
